MCLB Barstow replacing RAPIDGate with DBIDS for base access

Starting August 25, Marine Corps Logistics Base Barstow, Calif., begins a new base access system aimed at increasing security called Defense Biometric Identification System. 

“DBIDS is a Department of Defense enterprise system that will be able to tie in to the (Defense Enrollment Eligibility Reporting System) and other government computer databases,” said Michael Reyes, physical security specialist with the Security and Emergency Services Division aboard MCLBB.

The current base access system in use since 2013 is RAPIDGate, Reyes noted.

“RAPIDGate is a commercial system and doesn’t have the access to DEERS that DBIDS does,” he said.

“RAPIDGate was never intended to be a permanent system for the base,” said William Atkinson, Deputy Police Chief, Marine Corps Police Department. “The Marine Corps was using it while DBIDS was being developed.”

DBIDS will replace RAPIDGate for contractors and other non-DoD-affiliated personnel requesting access to MCLBB.

“Currently there are 5 million personnel at more than 320 military and government sites using DBIDS,” Reyes said.

Atkinson said one of the best things about DBIDS, for contractors at least, is that it is a free service. Currently commercial firms wanting to do business aboard the base have to pay a fee for each employee issued a RAPIDGate credential.

Base employees who currently hold a valid Common Access Card will not have to do anything to make the changeover.

“The vetting and other information currently used for the CAC will be automatically transferred over to DBIDS,” Atkinson said. “When you first use your CAC for entrance beginning August 25, expect a delay of a few seconds while DBIDS registers your card. Just plan to add a few minutes to your commute while the new system is getting spun up.”

Personnel currently in possession of a RAPIDGate credential can easily convert over to a DBIDS credential and new contractors can apply for a DBIDS credential, Atkinson said. The last day RAPIDGate credentials will be authorized for entry onto the installation is September 30. To reduce the processing time for a DBIDS credential, each applicant can pre-register at https://dbids-global.dmdc.mil/enroll#!/.

Here is what you need to know:

Current DOD ID card holders-

  • If you currently hold a valid Common Access Card, dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System, no action is required.

  • You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate.

  • Expect a one-time delay of 3-6 seconds at the gate as the DBIDS system initially registers your information. 

    Current Contractors and others who currently possess a RAPIDGate credential:

  • Beginning August 25, RAPIDGate credential holders will be required to present a second form of identification along with the RAPIDGate credential, to access MCLBB.

  • Pre-registration for DBIDS credentials will begin August 1. Applicants can visit https://dbids-global.dmdc.mil/enroll#!/ to complete the pre-registration process.

  • DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of your information will occur each year.

  • Contractors who currently possess a RAPIDGate credential will receive a DBIDS credential without re-vetting, however they will be required to bring the following items to the vehicle registration/visitor center, building 101, located adjacent to the Main Gate entrance of Nebo:

  • Current RAPIDGate credential

  • Second form of government-issued identification (driver license, passport, etc.)

  • Company Contract/Letter of Authorization from sponsor

  • All contractors with expired RAPIDGate credentials may obtain a 30 day temporary pass from building 101 to give the employee time to register for DBIDS. After 30 days if employee is not registered with DBIDS they will be subject to being denied access.

    New Contractors:

  • Applications for a DBIDS credentials will begin August 25.

  • New contractors requiring access for more than 60 days will receive a credential valid for up to one year.

  • New contractors requiring access for less than 60 days will receive a temporary paper pass. 

  • The following documents are required for both situations.

  • Two forms government-issued identification (driver license, passport, etc.)

  • Company Contract/Letter of Authorization from sponsor

  • IMPORTANT:  Pre-register at https://dbids-global.dmdc.mil/enroll#!/. Ensure you print off the pre-registration code and retain for your appointment.

  • New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.

    SPONSORS:

    Sponsors need to remind their contract employees about this mandatory transition and ensure contractors possess a DBIDS credential no later than 30 September.
