The Power Phone book is a lifesaving tool used by emergency dispatch operators at the Consolidated Emergency Communications Center aboard Marine Corps Logistics Base Barstow. One of the situations listed in the book that was used by dispatcher Kelley Arps to instruct the mother of a 3-week-old baby that had stopped breathing how to perform Cardio Pulmonary Resuscitation on the infant.
