The Sexual Assault Prevention and Response Program serves as the single point of contact to facilitate victim support services, promote sexual assault training and awareness, and provide policy and program assistance to commands located aboard Marine Corps Logistics Base Barstow.

The Program serves as the focal point for coordinating all sexual assault prevention and response actions on Marine Corps Logistics Base Barstow. The SAPR Program's mission is two-fold: to address the needs of military members that have been victims of sexual assault and to proactively provide relevant, interactive training on a regular, continuous basis to all Marines and Sailors aboard MCLB Barstow in an effort to eliminate sexual assault from within our ranks.

A SAPR Victim Advocate is assigned to help lessen the stress of a sexual assault. SAPR VAs have been trained and are able to offer victims assistance in three main areas: support, providing information about the different reporting options afforded them, and referrals to a multitude of different resources-both on base and in the local civilian community. Although SAPR VAs are not counselors, they do help victims navigate the system and can put the victims in touch with licensed, certified counselors and professionally trained victim advocates.

Sexual Assault is a crime, and it will take the efforts of every Marine, Sailor and leader to purge it from the Marine Corps.

Marine Corps Logistics Base Barstow has been directed to implement policies that focus on the access control procedures for visitors. MCLB Barstow takes active measures to address unauthorized access to the base and the protection of forces, residents and civilian employees. These policies are intended to help Marines accomplish the mission and keep families aboard MCLB Barstow safe.

Visitors of the base must present their driver's license to the sentry at an installation access control point (gate) and identify who they are going to visit. The sentry will record the driver's name, license number, date and time of entry. The license is authenticated and an instant background check through open public sources is conducted. After favorable results, the visitor is allowed aboard the installation.

Identification Cards               

Per MCO 5530.13, identification cards marked not valid for federal purposes, federal limits may apply, or any other similar language may not be accepted by DoD for the purpose of unescorted access (i.e. to obtain a Visitor Pass or DBIDS Credential).

What might keep me from getting on base?

Denial or revocation of any official base authorized access pass may be made if the individual:

  • Is listed on the National Terrorist Watch List.

  • Is not a U.S. Citizen and is illegally present in the U.S. or whose U.S. citizenship, immigration status, or social security number cannot be verified.

  • Is subject to an outstanding criminal warrant of any type.

  • Whose business pass application contains false or fraudulent information.

  • Has a felony conviction within the last 10 years.

  • Is a registered sex offender regardless of the date of the criminal offense.

  • Has obtained a felony conviction for the following types of criminal offenses:

    • Offenses of a sexual nature.

    • Offenses of violence.

    • Offenses related to gang activity, supremacist, or extremist behavior.

    • Crimes resulting from the possession, use, manufacture, introduction, or distribution of
      any illegal drug listed in the Comprehensive Drug Abuse Prevention & Control Act of 1970, schedules I through V.

    • Offenses in which weapon instrumentality (e.g., firearm, knife or other bladed instrument, club, brass knuckles was used either as a means of violence, or a threat of violence.

  • Whose military active duty was terminated by the receipt of a dishonorable or bad conduct discharge.

  • Has been issued a de-barment order and is currently banned from military installations.

  • Has exhibited characteristics, traits or other indications that cause concern for the health, safety or welfare of personnel and/or residents aboard the base; or that cause concern for the physical security or environment of the base.

MCLB Barstow is located halfway between Los Angeles and Las Vegas on Interstate 15.  It is approximately 120 miles northeast of Los Angeles and 150 miles southwest of Las Vegas in the San Bernardino County high desert. The City of Barstow has a population of over 22,000.
View Larger Map If you are flying into Ontario Airport to reach MCLB Barstow, you will need to take ground transportation from the airport to Barstow.  From the airport, take Interstate 10 east to Interstate 15 north for about 80 miles.  Once you reach Barstow, take Interstate 40 for two miles until you reach the installation. If coming in from the east, Barstow is the second to the last stop on Interstate 40.  If arriving by bus or train, you will arrive in Barstow at the famous Harvey House, located on First Street. Make a left when exiting the parking lot and proceed until you come to the first stoplight -- Main Street. Go left on Main Street for approximately six miles until you come to the on-ramp for Interstate 40 going east. Stay on the Interstate for two miles until you reach the exit for the installation. If you do not have transportation, contact your assigned sponsor and make arrangements with him or her to coordinate your transportation requirements.  Sponsorship assignment is mandatory at MCLB Barstow.
